Who Qualifies for Head Start? All families are encouraged to apply for a Head Start slot. Federal Head Start funds 184 preschool slots and State of Minnesota funds 33 Early Head Start slots. Families are enrolled based on those with the greatest need selected first. Most families who qualify are eligible because they fall within the federal poverty guidelines. Other influencing factors include children in foster care, children with disabilities, parents on SSI, teen parents ead Start and Early Head Start are comprehensive child development programs which serve children from birth to age 5, pregnant women and their families.
