How to Apply Get started by applying for Head Start. For more information about applying or enrolling your child, call the Community Action of Eastern Iowa main office at 563-324-3236. Who is Eligible for Head Start? Your child is eligible for Head Start if: Your child is 3 years old, 4 years old, or 5 years old after September 15th of the school year Your family meets Head Start income guidelines Your child is eligible for Early Head Start if: Your child is 2 weeks to 2 1/2 years of age Your family meets Head Start income guidelines Pregnant women who would like their child to attend after birth How Do I Apply? Contact any of our County Offices.
