About This Organization

Warren-Forest Counties Economic Opportunity Council, Inc. provides a valuable community asset for addressing these needs. It provides a systematic set of programs that attack poverty through employment and entrepreneurial training, budget and savings assistance, and Head Start and child care assistance. It also addresses the conditions that low-income persons face in such areas as housing (through its homeless prevention and weatherization programs) and utility assistance. In areas where Warren-Forest EOC provides no direct services (such as mental health or chemical dependencies), EOC caseworkers manage an extensive system of linkages to other service providers within the community. Some of the most frequently utilized service partners include A Safe Place, Beacon Light, Deerfield Behavioral Health, Family Services of Warren, Warren County school District, Warren County Assistance Office, Forest-Warren Human Services, and Warren Careerlink.

Who is Eligible?

Head Start generally serves children ages 3 to 5 who meet local eligibility requirements. Pregnant women and children from birth to 3 years of age are eligible for Early Head Start services. Children and families who are homeless, in foster care, or receive TANF or SSI are also eligible for services. Eligibility is determined by Head Start program staff and some families may be eligible for services if they are determined to be at or below the federal poverty level. Some grantees enroll a percentage of children from families with incomes above the Poverty Guidelines as well.
