About This Organization

SCFO is in its second year of providing Early Head Start (EHS) services to children age 0-3 years and pregnant mothers. This funding was received in January 2010 and within 3 months SCFO was up and running providing services to 52 EHS children and families in Lassen and Plumas counties. After a full year of operation, all new EHS programs must have an audit/review by a federal team of people whose job it is to ensure all EHS regulations are met. SCFO had their EHS federal audit/review in March of 2011 and of the over 1700 regulations, only one was found out of compliance. The non-compliance issue was related to children not receiving blood lead screens and hematocrits according to the State of California’s EPSDT schedule. Since March, SCFO has improved its systems anddeveloped collaborations to ensure these items are done according to timelines. A follow-up review will occur in fall 2011 during which SCFO is confident of positive results.

Who is Eligible?

Head Start generally serves children ages 3 to 5 who meet local eligibility requirements. Pregnant women and children from birth to 3 years of age are eligible for Early Head Start services. Children and families who are homeless, in foster care, or receive TANF or SSI are also eligible for services. Eligibility is determined by Head Start program staff and some families may be eligible for services if they are determined to be at or below the federal poverty level. Some grantees enroll a percentage of children from families with incomes above the Poverty Guidelines as well.
