About This Organization

Head Start, a mainstay of the agency, has been in operation since the creation of NEICAC in July of 1965. Seventeen Head Start and Child Development classrooms are located in all 7 counties. Iowa Child Development at-risk grants fund the four Child Development classrooms, providing services modeled after the Head Start program. Combined with State of Iowa Wrap-Around Grants, many of the classrooms provide extended daily hours, 6 AM to 6 PM, to assist these families with working members or those needing to fulfill schooling and training obligations.

Who is Eligible?

Head Start generally serves children ages 3 to 5 who meet local eligibility requirements. Pregnant women and children from birth to 3 years of age are eligible for Early Head Start services. Children and families who are homeless, in foster care, or receive TANF or SSI are also eligible for services. Eligibility is determined by Head Start program staff and some families may be eligible for services if they are determined to be at or below the federal poverty level. Some grantees enroll a percentage of children from families with incomes above the Poverty Guidelines as well.
