About This Organization

Building better Iowa communities involves ensuring the success of our children. HACAP focuses on early child development to provide essential resources to children during a critical time of growth. Head Start and Early Head Start are comprehensive child development programs that serve children from birth to age 5, pregnant women, and their families. They are child-focused programs and have the overall goal of increasing the school readiness of young children in low-income families.

Who is Eligible?

Head Start generally serves children ages 3 to 5 who meet local eligibility requirements. Pregnant women and children from birth to 3 years of age are eligible for Early Head Start services. Children and families who are homeless, in foster care, or receive TANF or SSI are also eligible for services. Eligibility is determined by Head Start program staff and some families may be eligible for services if they are determined to be at or below the federal poverty level. Some grantees enroll a percentage of children from families with incomes above the Poverty Guidelines as well.

How to Apply

To apply for Head Start or Early Head Start, please call 211 or 739-4211 to arrange an application appointment. A biological parent or a guardian must complete the application. For the application appointment, you must bring: Income Verification for the last 12 months (i.e. tax return, W2, FIP printout, check stubs, foster care printout, pay envelopes or written statement from employer)To complete the application: Current Copy (within the past year) of child’s physicalCurrent Certificate of Immunization, signed by a medical professionalIf applicable, copy of child’s IEP or IFSPNames and phone numbers of child’s dentist, doctor, and additional contactsBirth Certificate is not required
