About This Organization

In 2005 the Texas Legislature, through the leadership of Texas Senator Judith Zaffirini, directed the State Center for Early Childhood Development (SCECD) under Senate Bill 23, to explore how to better integrate the delivery of early childhood education for three- and four-year old children at risk for school failure. This bill challenged educators to assist Texas children, particularly those from low socioeconomic backgrounds and/or learning English as a second language. This legislation targets children who are entering kindergarten programs without the basic cognitive skills necessary for them to succeed academically and become school ready.

Who is Eligible?

Head Start generally serves children ages 3 to 5 who meet local eligibility requirements. Pregnant women and children from birth to 3 years of age are eligible for Early Head Start services. Children and families who are homeless, in foster care, or receive TANF or SSI are also eligible for services. Eligibility is determined by Head Start program staff and some families may be eligible for services if they are determined to be at or below the federal poverty level. Some grantees enroll a percentage of children from families with incomes above the Poverty Guidelines as well.
