About This Organization

BI-CAP’s Early Head Start (EHS) program is an intensive, comprehensive, flexible program that is designed to reinforce and respond to the unique strengths and needs of each individual child (age 0-3) and his/her family. EHS programs promote healthy prenatal outcomes for pregnant women, enhance the development of very young children, and promote healthy family functioning. BI-CAP offers the following services to 92 EHS children and their families: quality early education both in and out of the home. parenting education. comprehensive health and mental health services, including services to women before, during, and after pregnancy. nutrition education. family support services. Home based services are provided in Bemidji and Backus. Center based services are provided in Blackduck.

Who is Eligible?

Head Start generally serves children ages 3 to 5 who meet local eligibility requirements. Pregnant women and children from birth to 3 years of age are eligible for Early Head Start services. Children and families who are homeless, in foster care, or receive TANF or SSI are also eligible for services. Eligibility is determined by Head Start program staff and some families may be eligible for services if they are determined to be at or below the federal poverty level. Some grantees enroll a percentage of children from families with incomes above the Poverty Guidelines as well.
