Higher Horizons services children and families of all ethnic and cultural backgrounds, including children with disabilities and pregnant women who meet income guidelines and live within Fairfax County, VA. Application Guidelines Before you can enroll your child/children in the Higher Horizons Head Start & Early Head Start program, you must meet the US Department of Health and Human Services Income Guidelines. For example, for a family of 3, the total household income must be at or below $19,090.
